Listen: Assembly to discuss cruise dock deal, new initiatives headed to the ballot

Assembly members will discuss a request for proposals for Port Chilkoot Dock for the second time at the Aug. 11 Haines Borough Assembly meeting. And, the borough clerk’s report confirms that two citizen initiatives are making their way through town. The Chilkat Valley News’ Will Steinfeld joins KHNS reporter Melinda Munson.

Melinda Munson: Will, thanks for joining us. Let’s talk about what is on the agenda for Tuesday’s Haines Borough Assembly meeting. Let’s first talk about the cruise ship dock. 

Will Steinfeld: Where we left this last time was the borough manager and the assembly plan to write up a draft of what they call an RFD, a request for proposal for management of this dock. So the general idea was, we’re going to go put out this call for whatever private companies are out there who are interested in some sort of deal to lead this dock, manage the dock, whatever they can dream up. And then the borough would have the freedom to go through the proposals, see if any feel like good fits or good deals, and then proceed from there. 

And so we’re kind of at the same step in the process this week, except now there is actually a draft of this RFP document that the borough staff have drawn up. And Assembly are going to take a look at it and maybe approve it. They could go in any direction. I think they could approve it or edit it. 

It does give us new information about what this RFP process will look like. It’s really open ended as we heard last time, so it doesn’t really have strict guidelines about what the proposals need to look like exactly. It gives outside entities the freedom to offer what they want to offer. 

It does require specific information. If this RFP goes out and goes out as written, we’ll hear from companies about financial information, how they plan to handle specific aspects of managing the dock, like how they’re going to schedule shifts. So this is all stuff the boroughs ask for, and we’ll hear from assembly members if they think anything’s missing, or if they think the process isn’t right. And then maybe the RFP process will start after the meeting. 

Included in the document is the wording “ship scheduling.” Can you explain why that could be a little bit complicated in Haines? 

The whole idea of putting this dock out for management is complicated because there are companies that feel like there’s prior history, and they already have an interest in what’s happening here. It’s not just starting with a blank slate and asking people to come in and give their best offer. 

You mentioned the ship scheduling. That’s currently done by Cruise Line Agencies of Alaska. They don’t have a contract with the borough, but they do a lot of the management of the dock right now, including the ship scheduling. 

The borough retains ownership. The borough collects the fees. But Cruise Line Agencies provide some of the staff who coordinate logistics of landing at the facility. Also the infrastructure like fenders that are at this dock. So they made a point to come and talk to the borough staff when this whole Global Ports thing kicked off to say, ‘Hey, we already do a lot here.’ And Global Ports coming in, or now a different company that responds to this RFP could change things. 

Global Ports itself has said that they feel like they’ve already invested a lot into this process and had asked for some kind of return should the borough go out and open up this offer to other companies. And it doesn’t really seem like the borough has given them that – I hesitate to say special treatment –  but it sounded like they were asking for some kind of differential treatment in the RFP process. Asking for the ability to match any other company’s best offer.

So, you know, if other outside companies that haven’t been involved come in, they’ll be entering this kind of network of relationships that already exists surrounding this facility. 

Will, Haines residents can expect to see two petitions going around town, hoping to get enough signatures to be on the ballot. Tell us about those petitions. 

These petitions are going to need 279 signatures from registered voters to be on the ballot. If they’re on the ballot, then the voters will decide if they pass. 

The first is to repeal the seasonal sales tax that passed at last year’s election. So that’s the one that raises sales tax in town in the summer and lowers it in the winter – and exempts groceries in the winter. And if this gets on the ballot and then the voters approve it, it would just roll back the sales tax system to how it functioned before last year’s election. 

And then the second one is to lower the senior property tax exemption from $300,000 exempt property value to $200,000. The mayor, Tom Morphet,  wrote a letter in the Chilkat Valley News, a letter to the editor last week, making a case for this. And he says that the borough needs to collect more revenue for what he calls essential services. And he says this does that. It brings in more money, but it still maintains at least $200,000 of exemption for seniors.”

After Years Of Losing For Giants, John Harbaugh’s Arrival Is A Breath Of Fresh Air

EAST RUTHERFORD, N.J. — Even John Harbaugh can’t say for sure whether the Giants are going to be good this season after 12 mostly miserable years. But one thing their new coach is very clear about is that they’re going to be prepared. That’s a big reason why his practices are so long — 2.5 hours on Monday in 90-degree heat and stifling humidity, in what was the team’s first practice after their 10-day camp-opening trip to West Virginia. Harbaugh’s practices are crisp, too. There isn’t a lot of standing around, and there is a purpose to every drill they do from the moment they hit the field. That is … different than what it was under Brian Daboll … and Joe Judge … and Pat Shurmur … and, to an extent, even Tom Coughlin, who drilled his players hard but not often for as long. Still, the early reviews from the players have been nothing but positive. Or, at the very least, they’re not complaining. There’s been too much losing around here for too long for anyone to be upset about an accomplished coach who wants to push them. And Harbaugh has been thrilled to learn that these Giants are ready to work. “I see it, in this organization and this team, with the players especially,” Harbaugh told me shortly after practice. “These players are determined to do what is required to become good enough, to earn the right to have a chance to win a football game. “I feel like I see that. I see it every day in what they do and how they carry themselves and how hard they work. And I know they look back and they say, ‘Man, we’re getting better. We see it.'” That alone could go a long way toward changing the culture of an organization that has had double-digit losses 10 times in the past 12 years, including the 4-13 season last year that got Daboll fired and led the Giants to lure Harbaugh with a five-year, $100 million deal. How many wins it translates to, though, will probably be determined by the growth of second-year quarterback Jaxson Dart and the health of key players like receiver Malik Nabers and running back Cam Skattebo. But the big expectation is that no matter what happens, no matter who is on the field, Harbaugh — who was fired after 18 seasons in Baltimore despite a 180-113 record, a Super Bowl championship, and 12 trips to the playoffs — will have this team ready to be way more competitive than it has been in the recent past. And if that ramps up the expectations and puts more pressure on the head coach, that’s OK. He understands it. “Heck yeah,” Harbaugh told me. “People want to win.” Nabers is recovering from a torn ACL and a torn meniscus in his right knee after surgery to repair the damage in October and another cleanup procedure in the spring. He did only individual drills on Monday, which was basically what he did during the Giants’ trip to West Virginia. The reports from there were generally good, but it’s clear the Giants are being cautious with him. And they should be, because he’s the one elite talent they have in that spot. They’re deep at that position. Rookie Malachi Fields is both big (6-foot-4, 222) and fast. They have solid veterans in Darnell Mooney and Darius Slayton, a potentially good slot receiver in Calvin Austin, and a couple of long-shot veterans in JuJu Smith-Schuster and Odell Beckham. But Nabers is the difference-maker. He showed that as a rookie in 2024 when he caught 109 passes for 1,204 yards and seven touchdowns in just 15 games. His second season ended in Week 4 — in the second quarter of Dart’s first NFL start. “We’ve been begging him to do that for a while now.” — Giants edge rusher Brian Burns on why everyone cheered so loudly when quarterback Jaxson Dart finally slid along the sidelines. Improved, But Maybe Not Good Enough To Contend So much has changed about the Giants, it’s hard to get a real feel for how things will go in Harbaugh’s first season. There is no doubt they will be better. Their quarterback should be improved. They have more talent. They will be a much, much better-coached team. That should be good for another three to four wins, which could put them on the edge of playoff contention. But will Nabers be at full strength and back to his old self early in the season? What about Skattebo, who has been practicing fully but still needs to test his knee in a game? If those two can pick up right where they left off, the Giants could be a surprise playoff contender if they stay healthy. If they don’t, their path is much more difficult. My guess is it’ll be somewhere in the middle. Figure the Giants to win around six to eight games, depending on their health, but expect that they will improve as the season goes along. For this year, that might just mean more competitive football and even an important game or two in December. Then they can set themselves up nicely to be a real contender in 2027. I’m headed to Florham Park, New Jersey, where the New York Jets will be hosting the first of two joint practices with the Tampa Bay Buccaneers on Tuesday morning. Thank you to everyone who expressed interest in shaping OmFest. We’re still working out some details, but we’ve got a Luma registration page for the event up. Please join on September 29, 2026, Om’s 60th birth anniversary, for an eclectic conference curated by his different communities to celebrate the many facets of Om.

If you’re just tuning in, our dearest loved one Om Malik passed away in June. This grieving process has been a rough one for me, but it has inspired some positive life changes. I’m traveling with a real camera again! A Nikon D6. I’ve shot tens of thousands of frames on the D-series, so it feels like home, but it also has some nice new features like built-in GPS (I used to use an attachment for that) and USB-C.

I’ve also become very driven to be meticulous. I miss Om’s harsh but often true feedback, but his voice in my head is a good reminder that if you do something, it’s worth doing it well. I’m kinda a hot mess (still blessed! 😂) so this will be a journey but the progress already has been rewarding. Excellence is a habit. We can always hold ourselves to a higher standard.

Kenny Chesney Reveals Why Megan Moroney Was the Perfect Fit for New Duet ‘It Just Got Weird’

When Kenny Chesney revealed the track list for his upcoming album Silver Sands Marina, there was one collaboration that immediately caught fans’ attention: “It Just Got Weird” featuring Megan Moroney. Now, the country star is opening up about how this duet came to be and the moment he realized the songstress would be the perfect addition to the track.

On July 30, Chesney returned to TalkShopLive to take questions from members of No Shoes Nation and discuss his 21st studio album arriving September 25 via his independent label, Hey Now Records.

During the conversation, the Tennessee native touched on several of the tracks including “It Just Got Weird.” He explained Moroney had heard from her friend and songwriter Jessie Jo Dillon that he had cut the track and she instantly wanted to be a part of it. She didn’t just volunteer herself, as Chesney says she “damn near insisted.”

“Megan called me and she goes, ‘I hear you cut a song because it just got weird.’ And she goes, ‘I want to sing on it.’”

Chesney didn’t put up much of a fight as he knew that she would “attack” the song in a way that would perfectly align with how he wanted it to sound.

“There’s something about her voice. I mean, just in the title, there’s a certain angst and a certain energy between the two people, and it had to be the perfect voice to do that. And I don’t know, sometimes when Megan sings, she sounds like she’s been up all night, in a great way,” he said, complimenting her signature rasp and unique tone of her voice.

Fans have not yet heard the final recorded track from the project, but Chesney admitted he is “very happy” with how it turned out with the addition of Moroney’s vocals.

“Her voice is perfect for the emotion and the angst of that song, because like I said, there is a moment where you just know that it’s over. And whether you’re in your 20s or your 30s – No matter how old you are, you know.”

The song will appear on Silver Sands Marina, which also includes features with Lily Meola and Colbie Caillat. The project marks the start of a brand-new musical chapter for the 2025 Country Music Hall of Fame inductee.

As the first collection to drop on independent HEY NOW, these 11 songs are expected to be “unlike anything people have heard” from Kenny Chesney and it captures everything that he is known for, from positive vibes to easy-going humor, long drives and lasting memories.

“Some of them go deep, some of them will make people turn it up, a few will make them laugh… But, together, I think they’ll remind them how great it is to be alive. Even on days where you need a song like ‘Carry On,’ we’re making the best of what we’ve got.”

Fans have already gotten their hands on a few of the tracks including “Burn My Boat,” the title track and “Carry On,” Chesney’s first independent label single that marked his 100th charting single, making him the new record holder for Most Top 10s. He also became the 3rd artist in chart history to secure the entire country radio panel in its first week.

Talking with fans on TalkShopLive marked another step toward the release of Silver Sands Marina, giving Chesney the opportunity to pull back the curtain on the album and the stories behind it.

“I loved talking about Heart Life Music on TalkShopLive, because it let me get inside what we were trying to do and the process. It was a chance to show people how much telling my story meant to me, and I feel the same way about this record.”
